History and present status of gifted education in Korea

Development progress of gifted education

The first governmental policy for gifted education in Korea started with establishment of Gyeonggi Science High School in 1983. This school was founded with special purposes of developing scientific talents of the gifted and providing superior students with excellent educational programs and opportunities to help them grow into creative humans who can make preparation for the era of advanced science and technology competition.


The necessity of strengthening gifted education has constantly been suggested since the submission of Educational Report for the President by Education Reform Committee in 1995. In this 「5.31 Educational Reform Report」, it was requested that the gifted students should be scouted for by developing and utilizing scientific tools for screening the gifted and talented by fields, and gifted education should be revitalized through gifted education institutions and gifted class within a regular school for those students". In addition, it was suggested that gifted education center should be set up and operated in universities and research institutes. Following the report, basic research for revitalization of gifted education was carried out through establishing gifted education center in the Korea Educational Development Institute in 1996, and the operation of gifted class got started in each city and provincial office of education as well as model schools for gifted education. Gifted education centers in science attached to universities have been operated by support of the Ministry of Science and Technology since 1997.

Enactment and Revision of the Gifted Education Promotion Law

For establishment of a legal base, the Gifted Education Promotion Law led by the national assembly was enacted publicized at suggestion of a congressman, Sang-hui Lee, in January 28, 2000, and it has become effective since March 1, 2002. With enactment of the Gifted Education Promotion Law, discussions about directions for gifted education policies mapped out by th Ministry of Education and Human Resource Development were made between Cabinet Members at 'Ministerial Meeting' presided by the president in May 7, 2001. Furthermore, 'A Plan for Establishment and Operation of Science Academy' submitted by the name of minister of science and technology was discussed at the「5th Human Resource Development Conference」in September 19, 2001. Since then, an Enforcement Ordinance of the Gifted Education Promotion Law was enacted and publicized through adjustment and consistent discussions between the relevant authorities in April 18, 2002, which led to build on a firm foundation for more systematic gifted education under public education system.

Establishment and execution of the Master Plan for promotion of gifted education

At the「13th Human Resource Development Conference」in November 29, 2002, a Ministrer of Education and Human Resource Development and deputy Prime Minister brought up the Master Plan for promotion of gifted education for discussion jointly in the name of 7 related authorities, such as the Ministry of Education and Human Resource Development, the Ministry of Science and Technology, the Ministry of Culture and Tourism, the Ministry of Information and Communication, the Ministry of Gender Equality, the Ministry of Planning and Budget, and Korean Intellectual Property Office. The draft was confirmed. In the 1st Master Plan for promotion of gifted education, the detailed plans for promotion of gifted education from 2002 to 2007 was included. On top of that, according to the prevailing view on the necessity of complement for "leveling system" which lasted over 3 decades, 'comprehensive plan on the educational excellence for educating creative talents' was publicized by the Ministry of Education and Human Resource Development in December 22, 2004. The period of 1st Master Plan is regarded as a beginning stage of gifted education.


The 2nd Master Plan for promotion of gifted education (2008~2012) jointly presented by 6 authorities, such as the Ministry of Education and Human Resource Development, the Ministry of Science and Technology, the Ministry of Culture and Tourism, the Ministry of Gender Equality, the Ministry of Planning and Budget, and Korean Intellectual Property Office, was passed at the meeting of the National Human Resource Council in December 13, 2007. With the establishment of the 2nd Master Plan, it can be said that gifted education in Korea reaches a development stage. The 2nd Master Plan is aimed at enhancing the substantiality and quality of gifted education. It includes 5 driving strategies and 13 detailed tasks. The main contents are to expand opportunities of gifted education to 1% of the total number of students by 2010; to increase the number of gifted schools by converting science high school into science academy; to establish gifted school in the field of arts and physical education; to expand training opportunities for teachers (training about 30,000 teachers for 5 years); to enhance the quality of gifted education programs through evaluating gifted education programs and teacher training institutions; to implement gifted education within regular courses in general schools on a trial basis.
